The booklet is part of the OMA-AMO project for redefining the image of the European Union, commissioned by President Prodi. An important part of the book is the merger of the European flags, ending in a proposal for a new flag that looks like a barcode. This proposal made it onto the front page of the Guardian newspaper in England. This issue of the book is an early version that Rem used to correct, comment and brainstorm on.
